Francis H. Dyer,
President
Fran Dyer has a distinguished
36 year career in the United States law enforcement and the US intelligence
community. He began his career during Vietnam as a
United States Air Force officer assigned to the Office
of Special Investigations (OSI). As a Special Agent
and Detachment Commander, he supervised a team of
agents specializing in sensitive counterintelligence
operations. Fran managed a significant counterintelligence
operation vital to the protection of a highly classified
US Air Force surveillance operation. Subsequently,
he led a counterespionage operation that resulted
in the arrest of a Russian spy.
Upon leaving the US
Air Force, Fran spent 25 years as a senior Special
Agent with the United States Treasury Department.
He conducted numerous high profile international
investigations while assigned to the Federal Organized
Crime Strike Force and the Organized Crime Drug Enforcement
Task Force. He has traveled extensively to Europe
and Asia in support of United States investigative
interests.
Fran is a noted lecturer
on complex international investigations. He was selected
by the US State Department to provide advanced investigative
training to senior officers of the Russian MVD and Polish
National Police. Fran has also trained with officers of
New Scotland Yard, the British National Criminal Intelligence
Service and the Royal Canadian Mounted Police.
Subsequent to the attack
by Al-Qaeda on September 11, 2001, Fran was assigned as an Intelligence
Officer with the United States Department of Justice,
Counterterrorism Section. As a counterterrorism specialist,
he was responsible for liaison with the intelligence
community, federal law enforcement and state and local
police agencies. He provided regular classified intelligence
briefings to senior government officials, established
partnerships with key elements of the private sector
and developed counterterrorism training programs for
state and local police agencies. He retired from
the US Government in November 2005. Fran
brings to The Cromwell Group a lifetime of distinguished
law enforcement experience and renowned expertise
in intelligence matters. Fran has an MBA Degree and
the professional skills and judgment to deal with
the most sensitive issues.

Graham Saltmarsh,
Senior Associate
Graham Saltmarsh is
a former senior Scotland Yard Detective Officer. Upon
his retirement from the London Metropolitan Police
in June 1999, he joined Control Risks Group, a business
and political risk consultancy, as a Senior Consultant.
The majority of his
30 years of service with the Metropolitan Police was
as a CID officer. He spent almost 20 years investigating
drug trafficking, terrorism, organized crime and fraud
at the national and international level. He has served
on most South London Divisions as well as the Fraud
Squad, Anti-Terrorist and Specialist Operations Branches
at New Scotland Yard. Prior to his retirement he was
part of the Inspectorate for the National Crime Squad
dealing with all aspects surrounding integrity, performance
and accountability.
Graham spent 12 years
involved in covert investigations at the highest level
internationally. During these operations, he has recovered
fine art, shipments of drugs, counterfeit currency
arms and munitions. He is one of the few British mainland
police officers to have successfully operated undercover
in Northern Ireland during the height of the civil
war. He is the holder of thirteen high commendations
and other awards including two for leadership and
courage. He has been commended by the United States
Government on three occasions for his operational
work against organized crime elements during joint
operations with Federal law enforcement.
As a graduate and Honorary
Research Fellow of Exeter University (MA in Police
and Criminal Justice Studies) he was awarded a Winston
Churchill Fellowship in 1989 for advanced studies
in the United States.
Graham brings to The

Elena Gracheva,
Senior Associate
Elena retired after 26 years of distinguished law enforcement service with the Russian Ministry of Internal Affairs (MVD), where she achieved the rank of Colonel. Elena holds a Doctorate of Law degree and was formerly Chair of the Law Department at the Moscow Institute of the Russian MVD. Elena speaks fluent English and has attended advanced law enforcement training in the United States.
Recently, Elena was promoted to the prestigious position of Vice Rector for Academic Studies at the Moscow Law Academy.

Police Major General
(Ret.) Viraj Jutimitta, Senior Associate
General Viraj is a
distinguished law enforcement professional having
spent 32 years as a member of the Royal Thai Police
retiring as Deputy Commissioner of the Narcotics Suppression
Bureau. Throughout his career General Viraj was involved
in and later led many high profile investigations
targeting international drug trafficking organizations
operating throughout the region. He is best known
for his integrity and decisive leadership.
He received a BA in
Police Administration from San Jose State University
in California and an MA in Criminology from the University
of Berkeley, California. As such, he is well versed
in the law enforcement nuances of both the East and
the West.

Christchurch, New
Zealand
David Haslett, Senior
Associate
David Haslett retired
from the New Zealand Police in 2000, after nearly
33 years of distinguished service as a career detective.
He spent the last 25 years of his service in operational
and command positions within the Criminal Investigation
Branch and was the Officer in Charge of the Christchurch
office at the time of his retirement. A sample of
the significant assignments that Dave carried out
for the New Zealand Police during his command years
include a counter-terrorism assault team command role
at the 1990 Commonwealth Games, deployment to a Gulf
state to negotiate the opening of a homicide investigation
and an international delegation commander role performed
at APEC 99.
Dave is a counter-terrorism
specialist and today tends to concentrate on risk
and crisis management. He is highly experienced in
this specialist field and regularly lectures on aspects
of counter-terrorism and crisis management to various
university courses and tertiary level seminars. Dave
maintains extensive international networks, having
worked and travelled internationally on many occasions
during his police and post police career. He is a
Scotland Yard trained hostage negotiator and is a
current member of the International Association
of Arson Investigators (IAAI).
In 1996, Dave was awarded
a Winston Churchill Memorial Trust Fellowship to
travel to North America to further his studies in
fire and post-blast investigation.
Dave has a degree in
cultural anthropology from the University of Canterbury,
and is currently involved in postgraduate studies
in this discipline. He has completed a number of other
tertiary papers and university based specialist courses
that deal with risk management, project management
and issues in biosecurity. Dave co-authored a discussion
paper on biosecurity risk with a senior lecturer in
biosecurity at the University of Canterbury.
Dave brings to the
Cromwell Group a wealth of investigative experience,
extensive international skills and valuable relationships
from throughout the Australasian region and across
the world.
Bernard Isherwood,
Senior Associate
Bernard Isherwood served
in the New Zealand Army for 31 years and retired in
1998, with the rank of Colonel. He was commissioned
from the Royal Military Academy Sandhurst (UK) and
his service included command of the NZ Special Air
Service (NZSAS) from 1989 -1993 and Defense Advisor
to the New Zealand High Commission in Kuala Lumpur,
Malaysia.
As the Commanding Officer of the NZSAS, he was responsible
for the development of strategic and Special Forces
training policy, including the first New Zealand Defense
/ Police joint operations counter terrorist policy.
In this appointment he developed close working relationships
with a number of senior personnel in security and
Foreign Affairs agencies.
Before leaving the Defense Force, Bernard was responsible
for the writing and management of a national level,
offshore, counter terrorist exercise, conducted in
Australia. This activity involved senior politicians,
officials, diplomats, military and police from both
countries.
Since 1998, Bernard has worked throughout the Asian
region, as a corporate risk management specialist.
His client base has included the maritime, banking,
oil and gas, pharmaceutical, insurance and manufacturing
sectors. He has undertaken work for corporate clients
in the Philippines, Indonesia, Japan, India and Hong
Kong.
